City Hall Outlines 5 Strategic Roadmaps to Transform Phnom Penh into Smart City

The Phnom Penh Municipal Administration has outlined a strategic roadmap to convert Phnom Penh into a smart city through the transformation of five main focus areas including land use, safety & security, urban mobility, environment, and digital management.

Phnom Penh Deputy Governor HE Nuon Pharat unveiled the roadmap during the 3rd Public-Private Forum on “Cambodia-Japan Urban Development’ held virtually on 16 February.

For land-use management, Phnom Penh is adopting the One Global Digital Mapping Platform which can provide stakeholders with an accurate vision in the real-time visualization of the city urban development. Three projects are being proposed including the One Map project, 3D Integrated City, and PP Digital Twins.

Meanwhile, Phnom Penh will also gradually utilise the technology to enhance the safety and security system. To date, over 1,000 security cameras are in use citywide. These cameras will be upgraded to smart cameras through two proposed projects including The One Camera project and From Action to Prevention Smart Techs project.

Regarding urban mobility, the administration plans to implement three projects by combining the use of technology into the public transport station system. Japan is now studying the smart bus shelter project that is expected to be completed in March.

Besides, waste management, disaster management, and a better living environment are the fourth pillar of Phnom Penh smart city development roadmap. Under this plan, Phnom Penh will have soon have a smart integrated waste management control and smart integrated eliminate & disaster risk management system.

Last but not least, digital management will also be included in the city planning through the improvement of E-governance and inter-active communication and the enhancement of digital awareness among government officers.

“The transformation of the five main areas have been and are being implemented gradually. For better and faster results, the Phnom Penh Administration has also been cooperating with development partners such as AIMF, EU, Japan MLIT, JICA, ADB, among others,” said HE Nuon Pharat.
