PM says new construction law to help reduce building collapse

Prime Minister Samdech Techo Hun Sen said the newly adopted construction law will help reduce building collapses caused by failure in construction standards and quality.

The Prime Minister made the statement as he was speaking at a press conference on 05 January 2020 on the result of the rescue mission of the building collapse in Kep which killed and injured more than 50 people. (Read more)

Samdech Techno Hun Sen said: “After the construction law is fully implemented, I think that such incidents will be reduced or eliminated because we did not have a construction law before”.

According to Samdech, the new construction law will require the owner of a construction project or a contractor to hire another company to check if the construction work meets the technical standards such as placing wrong rebar and concrete slab casting.

This is because the collapse of the building in Kep happened as the construction supervisor had used smaller rebar than the actual layout design that was required.

The Ministry of Land Management Urban Planning and Construction (MLMUPC) initially drafted and compiled the new 31-page construction law divided into 22 chapters and 113 articles in 2017 with inputs provided from experts at Japan’s Ministry of Land, Infrastructure, Transport and Tourism. The law is designed in response to the booming construction sector which needs to strengthen processes and operations, particularly among relevant stakeholders. (Read more)
