Efficiency Enhanced: Port EDI System Mandated for Ships Entering Cambodian Ports

Cambodia government has recently implemented a significant regulatory measure, mandating that all ships entering Cambodian ports, including the Phnom Penh Autonomous Port, Sihanoukville Autonomous Port, and other ports, must apply for a permit through the Port Electronic Data Exchange (Port EDI) system.

This initiative, established under Sub-Decree No. 112 issued on 1st June 2023, aims to streamline port procedures and enhance efficiency by introducing an official technology system for ship entry permit applications and ship-related documentation in electronic format.

Under the provisions of this sub-decree, ship owners or agents are required to provide advanced information regarding the ship’s arrival through the Port EDI at least 72 hours or 48 hours prior to anchoring, and no later than 24 hours before arrival.

Furthermore, ship owners or agents must complete a permit application via the electronic port data exchange system and submit the corresponding public service fee at least 24 hours before the ship’s arrival at the port. Additionally, prior to departure, ship owners or agents must inform the port of their request to depart via the electronic data exchange system, ensuring a minimum notice period of 12 hours.

The Port EDI was successfully launched in August 2022 as a large-scale modernization initiative, facilitated by the assistance of the Japan International Cooperation Agency (JICA). This transformation shifted navigation control in and out of Cambodia from manual operations to a streamlined online platform, significantly improving the efficiency and effectiveness of port operations.
