Gov’t Unveils 15 Land & Construction Policies for Advancing Urban Development

In an effort to bolster urban planning and construction in Cambodia during its seventh mandate, the Ministry of Land Management, Urban Planning, and Construction has introduced 15 pivotal policy priorities. His Excellency Say Sam Al, Deputy Prime Minister and Minister of Land Management, Urban Planning, and Construction, unveiled these policies during a recent meeting with ministry civil servants on 29 September 2023, emphasising their significance in shaping Cambodia’s urban landscape.

The 15 key policies encompass a comprehensive approach to urban development, reflecting a commitment to modernisation and sustainable growth:

  1. Realistic Policy-Making: Prioritising policies grounded in practicality.
  2. Legal Framework Enhancement: Ensuring that the legal foundation aligns with contemporary needs.
  3. Efficient Public Institutions: Creating modern, automated administrative systems for streamlined operations.
  4. Enhanced Public Services: Facilitating transparent, efficient, and reliable public services.
  5. Accelerated Land Registration: Providing land titles swiftly for economic security and land tenure.
  6. Effective Land Management: Aligning land management with socio-economic development objectives.
  7. Smart Urban Planning: Developing cities that are clean, smart, and desirable to live in.
  8. Promoting Khmer Architecture: Fostering Khmer architectural style and ensuring construction quality and safety.
  9. Housing Initiatives: Preparing suitable housing options with harmonious environments.
  10. Enhanced Inspection and Audit: Improving service quality, resolving land disputes efficiently, and expediting registrations.
  11. Social Land Concessions: Supporting community development, sustainable livelihoods, and family economies through housing and social land initiatives.
  12. International Cooperation: Prioritising the nation’s best interests in international relations.
  13. Human Resource Development: Building technical skills and enhancing participation in modern administration.
  14. Public Awareness: Enhancing Cambodia’s international reputation and providing comprehensive information to the public.
  15. Security Focus: Strengthening cooperation with development and ASEAN partners to ensure political and economic stability.

These policies underscore Cambodia’s commitment to advancing urban development while maintaining a balance between domestic and foreign policy, reinforcing the country’s stance on political and economic security. The government’s proactive approach aims to drive sustainable growth and enhance the quality of life for its citizens.
