MLMUPC Mandates Licensed Engineers for Project Approvals

In a bid to reinforce the standards of construction projects across Cambodia, the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) issued a crucial announcement on 11 January 2024. According to Article 15 and Article 32 of the Law on Construction, the MLMUPC asserts that all design projects utilised for construction or demolition purposes must bear the signature of a licensed design expert authorised by the Ministry.

This directive comes in response to the ministry’s observation of social media postings related to the endorsement of design projects by architects or engineers lacking the necessary professional license from the ministry. Such actions have caused public confusion, prompting the MLMUPC to clarify that it will only acknowledge signatures on documents and design plans from architects or engineers who possess a valid license or permission from the ministry.

The MLMUPC emphasises that any design project used for construction or dismantling must be endorsed by an architect or engineer holding the required license from the ministry, ensuring the compliance of construction endeavours with established standards.

Additionally, the ministry underscores that construction site inspections will be conducted exclusively by construction inspectors appointed by the competent authority designated by law.
