Cambodian Parliament Approves Landmark Law for 24 Electricity Investment Projects

In a significant move to bolster the nation’s energy infrastructure, the Cambodian Parliament has officially approved a draft law facilitating payment guarantees to 24 electricity investment companies. This landmark decision was made during the fourth session of the seventh National Assembly held on 22 May 2025.

The new law comes in response to the surging demand for electricity, projected to rise until 2028, as outlined in the Master Plan for the Development of the Electricity Sector in Cambodia (2020-2040) and its updated version released in 2024. This initiative aims to prepare the country for an anticipated electricity shortage due to global restrictions on coal-fired power plants, which Cambodia committed to before 2019. Without the timely development of new electricity sources, the nation could face significant supply challenges between 2025 and 2028.

The National Assembly’s approval encompasses a diverse array of projects aimed at expanding Cambodia’s renewable energy capabilities. Here’s a closer look at the companies and their respective investment projects:

1. Banyan Energy Co., Ltd., a 300 MW solar power plant in Kampong Chhnang province.
2. Waysun C.A.P. United Investment Co., Ltd., a 100 MW solar power plant in Battambang province.

4. Enerx Co., Ltd., a  350 MW solar power plant in Pursat province.
5. Resilient Mirai Co., Ltd. 100 MW solar power plant in Pursat province.
6. Senke PV Investment Co., Ltd. 100 MW solar power plant in Preah Sihanouk province.
7. Tang Laisi Import Export Co., Ltd. 30 MW solar power plant in Pursat province.
8. Royal Group Power Co., Ltd. 200 MW solar power plant in Stung Treng province.
9. Champion Group Co., Ltd. 50 MW solar power plant in Pursat province.
10. Billgate Construction Co., Ltd., a 350 MW solar power plant in Pursat province.
