Germany’s Build4People Project Proposes Key Strategies to Transform Chbar Ampov to a Green Residential Area

Germany has helped develop six key strategies to transform Chbar Ampov into a model green residential area in Phnom Penh. This was unveiled during the “Sustainable Housing Project for People (Build4People)” workshop held from 26 February to 3 March 2023. Build4People is a joint venture between the Phnom Penh administration and the Government of the Federal Republic of Germany, with additional support from Borey Peng Huoth. The project aims to establish an Ecocity Transition Lab that will showcase new initiatives related to well-being, a suitable living environment, and ecological considerations. 

The five-day workshop also highlighted six critical strategies for early implementation to turn Chbar Ampov into a sustainable residential area, including integrated urban planning, blue-green infrastructure, sustainable movement, climate protection and energy flow, local social and economic environment, and governance and participation. 

1. Integrated urban planning includes: 

• Location selection 

• Location analysis (cold wind area, topography …) 
• Meet the basic needs of the people 
• Balanced mixed-use / social infrastructure 
• Prepare public spaces for everyone 

1. Blue-green infrastructure includes: 

• Urban planning in response to climatic factors 
• Use of blue and green infrastructure in the city as a tool for urban planning 

     2. Sustainable movement 

• Development that takes into account people’s travel 
• Contribute to building a residential community with less car use 

• Friendly environment for pedestrians and cyclists 
• Support the use of vehicles that use fuel from various sources 
• Travel by joint means 

     3. Climate protection and energy flow 

• Organize communities, housing, and energy-efficient buildings 

• Organize Khan administration to focus on the life cycle 
• Encourage the construction of rotating residential communities 

   4. Local social and economic environment 

• Respond to housing needs 
• Promote participation and diversity in society 

• Strengthen the local economy 
• Life cycle expenses as a tool for urban planning   5. Governance and Participation 
• Integrate process management and monitoring 
• Involvement of local communities 
• Import relevant policies and legal documents 

These strategies were developed based on expert opinion and the study of sustainable urban development, using Borey Peng Huoth as a model. 

With the proposed strategies, Chbar Ampov is poised to become a model green residential area in Phnom Penh, contributing to the city’s sustainable development goals. Through this project, Germany aims to share its expertise and experience with the Cambodian government and other stakeholders to support the development of sustainable and liveable cities in the country.
