Cambodia and China Forge Ten-Year Strategic Alliance to Revolutionize Urban Waste Management

High-tech partnership with Mizuda Group introduces artificial intelligence and waste-to-energy solutions to secure a cleaner and more sustainable future for the Kingdom
The Ministry of Environment of the Royal Government of Cambodia has entered into a landmark ten year partnership with China’s Mizuda Group Co., Ltd. to fundamentally modernize the nation’s urban waste infrastructure. On January 15, 2026, a Memorandum of Understanding (MoU) was signed by the Minister of Environment, Dr. Eang Sophalleth, and the Chairman of Mizuda Group, Shan Jianming, establishing a comprehensive technical framework for the period from 2026 to 2036. This agreement is a pivotal element of the Ministry’s “Circular Strategy on Environment 2023-2028,” which aims to transition Cambodia toward a carbon-neutral and sustainable green economy.
The strategic collaboration focuses on integrating advanced technology, including artificial intelligence (AI) and smart systems, into the collection, sorting, and processing of solid waste. Mizuda Group, a leading private enterprise in the green and low-carbon industry, will deploy its expertise to upgrade provincial landfills and implement waste-to-energy technologies that convert urban refuse into clean electricity for the national power grid. This move is intended to transform the perception of waste from an environmental burden into a valuable resource that can drive industrial growth and improve public health outcomes.
During the signing ceremony, Dr. Eang Sophalleth characterized the initiative as a major step toward fulfilling the national “Clean, Green, and Sustainable” agenda. He emphasized that the partnership reflects the “iron-clad” diplomatic ties between Cambodia and China, specifically in the realm of environmental engineering and shared technical innovation. Under the new agreement, Mizuda Group will begin drafting strategic assessment plans to ensure that Cambodia’s urban waste disposal practices align with international hygiene standards and environmental protection laws.
As part of the Ministry’s designated “Year of Action with Tangible Results” in 2026, the government expects this partnership to yield measurable improvements in urban aesthetics and ecological health. By fostering high-quality investment and modernizing the waste management sector, Cambodia aims to enhance its appeal as a destination for international tourism and sustainable business while protecting its natural heritage for future generations.
