ADB Catalyses Cambodia’s Skill Renaissance with US$100m Investment in Industrial & Technological Expertise

In a significant stride towards Cambodia’s future workforce empowerment, the Asian Development Bank (ADB) has confirmed a commitment to a US$100 million loan. The strategic infusion is poised to reshape Cambodia’s economic trajectory, propelling it towards a vibrant landscape of industry and technology, underpinned by an enriched and skilled labour force.

In an official press release on 1 August 2023, the ADB announced its pioneering role in Cambodia’s Skills Development Program for the Future Economy. This first sub-program is primed to usher in an era of technological advancement and industrial growth, repositioning Cambodia as a nation that harnesses the full potential of human resources.

Jyotsana Varma, Country Director at ADB Cambodia, emphasised the imperative of continuous reform within Cambodia’s Technical and Vocational Education and Training (TVET) system.

She underlined that “these TVET are important for strategically aligning skill development programs with market needs, fortifying training facilities, amplifying equipment availability, and nurturing the expansion of the Skills Development Fund (SDF). These cohesive efforts form the bedrock for achieving Cambodia’s labour force reform and economic modernisation ambitions.”

Notably, Cambodia’s burgeoning labour market faces multifaceted challenges, including the lack of specialised programs catering to the demands of the fourth industrial revolution. ADB’s comprehensive intervention seeks to bridge this gap, empowering the private sector to play a more pivotal role in skills development. The envisioned industry interactions, coupled with enhanced financing and partnerships, will propel Cambodia’s skill development landscape towards unprecedented growth.

According to an ADB report, Cambodia’s labour market consists of approximately 9 million workers, with women constituting 49% of this dynamic workforce. This investment aligns seamlessly with Cambodia’s demographic advantage, where 54% of the population is under the age of 30, presenting a remarkable opportunity to bolster human resource development.

This strategic endeavour will not only empower the burgeoning workforce but also foster a seamless transition of new entrants into the labour market, effectively aligning skills with industry demands.
