Authority to Launch Sewerage Service Fee Collection After Policy Review and Approval

In an important move to streamline the collection of sewerage service fees, the Council of Ministers convened a closed meeting on December 26, 2025, to discuss a draft sub-decree outlining the procedures for this process. Chaired by HE Liv Sovanna, Vice President and Chairman of the 4th Working Group of the Council of Lawmakers, and HE Eng Rothmony, Deputy Secretary and Permanent Member of the Council of Economic, Social, and Cultural Affairs, the meeting brought together over 60 participants from various ministries, legal experts, and stakeholders.

As part of ongoing efforts to establish regulations under the law governing wastewater systems. The goal is to create a comprehensive framework that enhances the effectiveness of fee collection from sewerage users, thereby ensuring sustainable management of water resources and infrastructure.

During the meeting, participants engaged in a thorough examination of the draft sub-decree, discussing its legal, political, and economic implications. The feedback and insights shared during the discussions are expected to lay the groundwork for more effective financial management in local governments and improved service delivery to citizens.

“This initiative reflects our commitment to addressing sanitation challenges while ensuring that the public is adequately serviced,” said a representative from the Ministry of Public Works and Transportation. “By developing clear procedures, we aim to enhance accountability and transparency in our wastewater management systems.”

The meeting concluded successfully at the technical level, with plans for an upcoming inter-ministerial meeting aimed at the official approval of the sub-decree. The successful implementation of these procedures is anticipated to significantly improve the management of sewerage fees, ultimately benefiting both residents and local authorities.
