Cambodia Aims for Ambitious Infrastructure Development with a US$40bn Investment Plan

The Cambodian government is embarking on an ambitious journey to secure approximately US$40 billion in funding for the execution of 174 prioritized infrastructure projects over the next decade. Deputy Prime Minister Sun Chanthol, who also serves as the First Chairman of the Council for the Development of Cambodia (CDC), shared this strategic vision during a meeting held on 20 February to assess the progress of the National Council for Logistics 2023-2033.

These priority projects, strategically outlined in the Comprehensive Master Plan on Cambodia’s Transit and Logistics System 2023-2033, are expected to revolutionize the country’s transport and logistics sector. The initiative aims to enhance competitiveness on a global scale, attract foreign investors, and generate employment opportunities for the Cambodian populace.

Deputy PM Sun Chanthol emphasized that the US$40 billion investment capital required for these infrastructure ventures would not burden the state budget. Instead, private companies and development partners are envisioned to play a pivotal role, contributing through innovative financing models such as Build–operate–transfer (BOT) and public–private partnership (PPP).

“To achieve the planned objectives of the 174 projects, we must disseminate our master plans globally. If the private sector expresses interest in any project, they can collaborate with Cambodia to initiate and develop these prioritized projects,” asserted Deputy PM.

The Comprehensive Master Plan, officially sanctioned on 2 August 2023, outlines a strategic roadmap for constructing roads, bridges, ports, expressways, airports, and logistics centers. These transformative projects are strategically positioned across key destinations in the capital and provinces, symbolizing Cambodia’s commitment to ushering in a new era of infrastructural development and economic prosperity.
