Cambodia and the UK Forge Green Partnership: A Milestone in Sustainable Infrastructure Development

Cambodia and the United Kingdom inked a Memorandum of Understanding (MoU) signaling a commitment to foster investment in green infrastructure projects within the Kingdom. The MoU, signed by His Excellency Meas Sok Sen San, Secretary of State of the Ministry of Economy and Finance, and His Excellency Dominic Williams, UK Ambassador Extraordinary and Plenipotentiary to Cambodia on December 8, 2023, marks a pivotal step towards innovative and eco-conscious infrastructure initiatives.

Under the agreement, the UK, through the UK Investment Partnership Framework, pledges technical support and investment promotion to Cambodia. The collaboration aims to harness specialized resources from the private sector, linking them to local and international financing sources to meet Cambodia’s evolving infrastructure needs. The emphasis is on deploying green technologies, focusing on renewable energy utilization, energy efficiency, sustainable waste management, and environmentally considerate urban planning.

His Excellency Meas Sok Sen San highlighted the strategic nature of the partnership, stating, “This MoU not only fosters collaboration between our nations but aligns with Cambodia’s commitment to sustainable and eco-friendly infrastructure development.”

The MoU propels cooperation between Cambodia’s Ministry of Economy and Finance and the UK’s Ministry of Foreign Affairs and Development, leveraging a public-private partnership mechanism. The collaborative efforts aim to enhance Cambodia’s attractiveness and competitiveness by integrating forward-looking environmental considerations.

The implementation of this MoU aligns seamlessly with Cambodia’s trajectory in public infrastructure development, complementing the Public-Private Partnership Law enacted in November 2021. Furthermore, operational guidelines for managing public-private partnership projects, established through a Royal Government sub-decree in August 2022, reinforce Cambodia’s commitment to transparent, efficient, and sustainable infrastructure growth.
