Ministry of Land Management appoints new construction inspectors

The Ministry of Land Management, Urban Planning and Construction has formed a new official group to inspect the construction sites. The group was formed following the deadly collapse of a building in Kep province early January and the collapse of a building in Sihanoukville in June 2019.

According to an announcement signed by H.E. Chea Sophara, Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction dated on 9 January, the ministry formed the group from officials ranking from the position of Secretary of State, Under-Secretary of State, and national level officials to make inspections at construction sites throughout the country.

The construction inspectors are composed of two groups with one group in charge of general construction inspection and another group in charge of construction inspection at eight different areas in the country.

According to the announcement, the official group in charge of general construction inspection is designed to lead the working groups in making inspections of construction inspection implementation in the capital/provinces, make reports for requesting suspension, correcting, ceasing, or requiring disassembly.

The official group in charge of construction inspection in the capital/provinces are tasked with providing inputs on the legal and technical prospective and demarkating the land border line of proposed construction and construction disassembly, and inspecting the subsequent construction works and disassemble.

Both official groups are tasked with asking for inspection approval in cases where constructions do not follow the technical regulations and other effective regulations.

After the collapse of the six-storey building in Kep province in early January, the Ministry of Land Management, Urban Planning and Construction set up a demolition committee to review the building’s properties and report the results to the ministry.
