Cambodia to Establish 230 Model Villages by 2028 as Part of Rural Development Strategy

The Ministry of Rural Development has unveiled a visionary plan to develop 230 model villages throughout Cambodia by the end of 2028, an initiative aimed at transforming rural communities through sustainable and inclusive growth.

The announcement was made on 10 December 2024 during a certificate-awarding ceremony that recognised 30 exemplary villages for meeting high development standards.

His Excellency Chhay Rithsen, Minister of Rural Development, stated that the model village programme is a cornerstone of the Ministry’s 5-year Rural Development Strategic Plan (2024–2028).

The initiative prioritises addressing the fundamental needs of rural residents, fostering environmental sustainability, promoting economic stability, and enriching cultural heritage.

The Ministry’s Declaration on Model Village Qualifications outlines a clear set of criteria for villages to achieve this prestigious status. A model village is defined as one that demonstrates sustainable economic growth, harmonious community participation, strong social services, a clean and healthy living environment, reliable infrastructure, and effective governance.

The evaluation process will be guided by five key indicators:

  1. Economy: Promoting sustainable economic growth and ensuring stable family income.
  2. Society and Culture: Strengthening community harmony and preserving cultural values.
  3. Health and Living Environment: Ensuring a safe and healthy environment for residents.
  4. Infrastructure: Developing essential infrastructure to meet the needs of the community.
  5. Governance: Encouraging transparent and effective local leadership.

The recognition of the 30 exemplary villages at the ceremony serves as a benchmark for the ambitious goals outlined in the strategic plan. By 2028, the Ministry aims to use these model villages as a template to uplift the quality of life for millions of rural residents across Cambodia.
