New law in discussion for controlling security and public order in boreys

The Ministry of Interior has begun discussions on compiling and formulating new laws for controlling public order and security in boreys, amid the rapid growth of this type of residential development.

Ministry of Interior spokesman Khieu Sopheak said on 09 July that the draft law on the management of boreys is aimed at tightening security in public and residential areas, saying that there have been some negative issues related to security recently occurring in condominiums and boreys.

“We are thinking of setting up a law to manage boreys,” he said. “It takes a long time to draft and make a law; it takes too long, not like building a condominium which are made faster than compiling a law.”

Regarding the lack of security in apartments and borey areas, the spokesman stated that: “Things have happened, but the owners of those areas have tried to close the cases, for example, in some boreys, there are traffic crashes, some deaths in boreys, in some other boreys, there have been cases of thieves and buglers, but they have been hidden.”

According to Khieu Sopheak, each condo and borey uses their own security forces or employs security forces from private security companies to work in condominiums and boreys.

He added that under the Ministry of Interior, there is the department of Central Security, which has control over private security companies.

However, Khieu Sopheak declined to provide the number of private security companies currently registered with the Ministry of Interior, saying he did not have any statistics.
