Gov’t Sets New Regulations Strengthening Control Over Casino Businesses in Cambodia

The Cambodian government has issued new regulations to strengthen control over casino businesses in Cambodia, with all operators required to have a specific minimum capital depending on the types of business.

The sub-decree, dated 26 August and released to the public within this week, stated that for casinos operating within an integrated commercial gambling centre, the minimal capital must be 800 billion riels or US$200 million.

In addition, for non-integrated casino gambling operations, the minimum capital shall be 400 billion riels or US$100 million.

However, for casino operators with the license issued before Commercial Gambling Law was enforced, the minimum capital is set into five phases.

The 1st phase (year 1) must have a capital of 50 billion riels, while the 2nd phase (Year 4) must have a capital of 100 billion riels. The capital should increase100 billion Riel per phase from the 2nd to the 5th phase, to reach 400 billion Riel in the 5th phase (Year 15).

The owners of these casinos must increase their capital to the minimum amount required before applying for renewal of their licenses for casino operations, reads the sub-decree.
