Ministry of Land Eases Certification Procedures for Pre-2019 Factory & Warehouse Buildings

The Ministry of Land Management, Urban Planning, and Construction has introduced streamlined procedures for the certification of factory buildings and warehouses constructed before the implementation of the 2019 Construction Law. The initiative, outlined in letter No. 043 Don S / AS / SON dated 13 December 2023, is a collaborative effort with licensed construction inspection and certification companies, responding to the needs expressed by the Textile, Garment, Footwear, and Travel Goods Association of Cambodia (TAFTAC).

At the core of this adjustment is a commitment to facilitating processes and providing discounts on the issuance of construction use certificates. The ministry, in coordination with TAFTAC and accredited inspection companies, has worked towards simplifying the certification procedures by reducing the required documentation. This initiative aligns with Prakas No. 177 DONS / PRK, dated 6 December 2019, governing the issuance of certificates of use for constructions completed before the enactment of the Construction Law; and Letter No. 2361 MEF. Co-dated 13 March 2023 on the case of the request to examine the possibility of coordinating and resolving issues related to the issuance of construction use certificates of the Ministry of Economy and Finance.

Moreover, the collaboration has resulted in a reduction in certification fees, a testament to the dedication of all stakeholders in supporting businesses within the textiles and related industries.

Separately, the ministry has committed to issuing construction use certificates to building owners, factories, or warehouses possessing a construction permit. This extends to those with permits to initiate construction activities post the enactment of the Construction Law. By aligning with the evolving needs of investors, especially within the textile sector, this forward-looking approach underscores the ministry’s commitment to facilitating contemporary investments.
