Ministry strictly enforcing construction law for all businesses

The Ministry of Land Management, Urban Planning and Construction (MLMUPC) is strictly enforcing the Law on Construction, calling for all small construction constructors in Cambodia to abide by the law and apply for business registration for construction practice as other construction companies do, according to the MLMUPC.

“Small construction constructors, also known as a group of construction workers who build only one or two houses for people, are also required to apply for a permit for construction practice as a group of construction workers, not as a construction company. The MLMUPC shall issue a certificate for construction practice to the applicant,” H.E. Seng Lot stated at a press conference on “Progress and Continuing Direction of the Ministry of Land Management, Urban Planning and Construction” at the Office of the Council of Ministers on 16 March 2020.

“The Ministry will not authorise any building contractors without a permit to continue a construction business in order to avoid eventual accidents in the future. If they do not have a permit, the ministry cannot identify whether they are professional in the construction work or not. Likewise, the tenants will also have no basis to decide whether the group can be hired or not,” Lot continued.

“In a like manner, construction contractors cannot start construction work unless the owner has a construction permit from the authorities. This is to ensure that the operation of the construction is in compliance with both legal and technical standards,” Lot added.

The Law on Construction was promulgated by the King on 2 November 2019. The law, which contains 22 chapters and 111 articles, was enacted to ensure the general quality and order of public construction throughout Cambodia.
