National Council for Building Technical Regulations Takes Significant Steps Towards Enhanced Standards in Cambodia

HE Say Samal leads the meeting to approve the draft technical regulations to ensure safety and sustainability in the construction sector

The National Council for Building Technical Regulations convened a significant meeting under the auspices of the Ministry of Land Management, Urban Planning, and Construction, according to the meeting held on 18 December 2025. This meeting, led by His Excellency Say Samal, the Deputy Prime Minister and Minister of the aforementioned ministry, sought to address several critical aspects concerning technical regulations in the construction sector.

The council approved a draft declaration concerning the implementation of technical regulations related to construction assembly components. This includes a comprehensive framework covering various essential areas such as construction design safety standards, electrical safety protocols in buildings, and guidelines for the efficient resolution of construction disputes. These standards are set to align with Cambodia’s evolving economic landscape, environmental considerations, and advancements in technology and science.

Moreover, the meeting was attended by representatives from various ministries, including Industry, Science, Technology, and Innovation, Public Works and Transport, as well as the Ministry of Mines and Energy. Additionally, several stakeholders from the private sector and academic institutions contributed to the discussions, showcasing a collaborative effort toward improving construction practices in Cambodia.

The primary goals of this assembly were to review, discuss, and finalize key documents related to technical bases and standards pertinent to the construction industry.
