Rehabilitation & Expansion of NR No. 4 Reaches 55% Completion

As of the end of June 2024, the ambitious project to rehabilitate and expand NR No. 4 from Bek Chan commune in Kandal province to Bit Trang commune in Prey Nob district, Preah Sihanouk province, has achieved 54.80% completion. This significant milestone was confirmed by the Ministry of Public Works and Transport on their official Facebook page on 5 July 2024.

HE Pheng Sovicheano, Secretary of State and Director of the NR No. 4 Rehabilitation and Quality Improvement Project, provided detailed insights into the project’s progress. The project encompasses six main sections and two additional packages focused on bridge repairs and new bridge construction.

Project Breakdown:

  1. Section 1: Km 19 + 700 to Km 60 + 000 (Kandal and Kampong Speu provinces) – 28.80 km of four lanes and 11.50 km of two lanes, totalling 40.30 km.
  2. Section 2: Km 60 + 000 to Km 101 + 000 (Kampong Speu province) – 2.68 km of four lanes and 38.32 km of two lanes, totalling 41.00 km.
  3. Section 3: Km 101 + 000 to Km 143 + 000 (Kampong Speu and Koh Kong provinces) – 0.30 km of four lanes and 41.70 km of two lanes, totalling 42.00 km.
  4. Section 4: Km 143 + 000 to Km 186 + 000 (Koh Kong and Preah Sihanouk provinces) – 0.93 km of four lanes and 42.07 km of two lanes, totalling 43.00 km. This section faced delays, leading to the contractor’s contract being cancelled and a deposit of $800,000 being confiscated. The ministry will re-procure this section in August.
  5. Section 5: Km 186 + 000 to Km 215 + 800 (Sihanoukville) – 7.30 km of four lanes and 22.50 km of two lanes, totalling 29.80 km.
  6. Package 6: Km 48 + 695 to Km 202 + 688 – Repairs of 24 old bridges, 8 box drains, 9 round drains, and replacement of 5 old bridge components in Kampong Speu, Koh Kong, and Sihanoukville.
  7. Package 7: Km 38 + 076 to Km 204 + 973 – Construction of 8 new bridges in Kampong Speu, Koh Kong, and Sihanoukville.

It is noteworthy that the Cambodian government has secured a US$110 million concessional loan from the World Bank to facilitate the construction, expansion, and maintenance of NR No. 4. This investment aims to enhance the safety of transportation, boost goods transport efficiency, and ensure climate resilience.

The rehabilitation and expansion project began on 3 January 2022, with an expected completion date by the end of 2026, spanning a total of 17 months of construction work. (Read more)
