Vinci Airports and SCA request cooperation with OCIC on new airport development

Vinci Airports and SCA, commonly known as Cambodia Airports, have recently proposed to set up a joint venture with OCIC to help develop the new multi-billion-dollar Phnom Penh International Airport in Kandal province.

The proposal was made on 4 February during the meeting between the three firms and the State Secretariat of Civil Aviation, at which each party is required to clarify their standpoints regarding this project.

Vinci Airports and SCA have stated that they intend to cooperate with OCIC in any of the processes ranging from the architectural design, financing, construction, to final operation.

Given their years of experience managing the airport in Cambodia, the cooperation will help this new airport development go even smoother, say the firms.

In addition, the two companies also stated that they also would like to set up the joint venture between OCIC and SCA if possible, as SCA has had a similar JV experience with Mohiba in the development of the current Phnom Penh International Airport.

In response, OCIC welcomed the cooperation but requested SCA to draft an agreement or memorandum of understanding on the acceptable terms and conditions, and OCIC will consider the matter.

After the meeting, SCA agreed to draft the agreement as requested and will submit it to the State Secretariat of Civil Aviation before 13 February 2020.

OCIC representative Mr. Vann Charles Chuon declined to provide any further information at this stage to Construction & Property Magazine on the potential collaboration with Vinci and SCA for the new Phnom Penh International Airport project.

Developed under a joint venture between OCIC and the Cambodian government’s State Secretariat of Civil Aviation (SSCA), the new Phnom Penh International Airport project is a 4F class airport built on 2,600 hectares of land. It would be the ninth-largest airport in the world, putting it just behind Chicago O’Hare airport, and ahead of China’s Beijing Capital International. (Read More)

Given the enormity of the project, investors, both domestic and oversea, have been expressing great interest in cooperating with OCIC at any stage of development ranging from architectural design, construction, and final operation.

At this stage, the architectural design of this project is approximately 60% completed, with three shortlisted tenderers selected out of the total five, which are mainly enterprises from China.

When completed, the new airport will have the capacity to accommodate up to 27 million passengers by 2030, and by 2050 it will be able to accommodate up to 30 million passengers in line with the master plan.

Surrounding the airport will also be an economic zone spanning across more than 1,000 hectares as well as commercial facilities and an affordable housing project. (Read more)
