Gov’t Introduces Fees for First Systematic Land Registration

The Cambodian Government has mandated the Ministry of Land Management, Urban Planning, and Construction to manage the revenue collection for the first systematic cadastral registration fee, aiming to accelerate land registration completion within two to four years. This directive is outlined in Sub-Decree No. 158, dated 15 July 2024.

This sub-decree empowers the ministry to plan and collect revenue from the cadastral service fee of the first systematic land registration, taking over from the Capital/Provincial Administration. This process will be in effect from the issuance of the sub-decree until 31 December 2027. The collected revenue will be insured to cover the costs associated with the first systematic land registration.

Importantly, for poor and vulnerable households with equity and those identified as vulnerable by the Ministry of Planning, the State will cover the cadastral fee for the first systematic land registration, ensuring no financial burden on these groups.

From 1 January 2028 onwards, the responsibility for planning, collecting, and recording income from these cadastral services will revert to the Capital and Provincial Administration, following existing procedures.
