Cambodian Government Officially Establishes Techo International Airport as Civil Aviation Secretariat

The Cambodian Government has officially designated Techo International Airport as a key department under the General Department of Operations & Services within the Secretariat of State for Civil Aviation, solidifying its role in overseeing the country’s aviation sector. This strategic decision was enacted through a sub-decree issued by Samdech Hun Manet on 28 August 2024, aimed at enhancing the airport’s operational and developmental responsibilities.

As outlined in the sub-decree, Techo International Airport will serve as the focal point for coordinating operations between the Secretariat of State for Civil Aviation and other stakeholders, including airport management firms, security agencies, and government bodies. Its duties include ensuring the safety and security of both national and international delegations, conducting regular emergency management exercises, and spearheading technical assessments to optimise airport management.

In addition, the airport is tasked with organising training programs to improve the technical skills of aviation personnel and overseeing civil aviation inspections and audits. The airport must submit detailed reports on its activities at regular intervals—monthly, quarterly, semi-annually, and annually—while fulfilling any additional mandates assigned by the Director General of the General Department of Operations and Services.

The sub-decree further instructs various government officials, including the Minister in charge of the Office of the Council of Ministers, the Minister of Economy and Finance, the Minister of Civil Aviation, and the Minister of Public Works, to implement the directives in their respective domains, effective from the signing date. This development marks a significant step towards modernising Cambodia’s aviation infrastructure and aligning it with international standards.
