France’s USD 192.2 Million Boost for Cambodia’s Water Infrastructure Sets a New Benchmark

The French government has pledged a remarkable USD 192.2 million to transform Cambodia’s water infrastructure, focusing on two major projects: the rehabilitation of the Stung Svay Chek reservoir and the third phase of the Bak Kheng water treatment plant.

This monumental agreement was formalised on 18 December 2024 by Cambodia’s Minister of Economy and Finance, Aun Pornmoniroth, alongside key representatives including Ms Sandrine Boucher, Director of the French Agency for Development (AFD) in Cambodia; Mr Fabrice Etienne, Chargé d’Affaires of the French Embassy in Cambodia; and Mr Bryan Fornari, Head of Cooperation for the European Union Delegation in Cambodia.

The funding package breaks down into three crucial components aimed at bolstering Cambodia’s water resource management and distribution network:

1. Svay Chek River Basin Rehabilitation
   Allocated USD 95.6 million through a concessional loan, this project will restore the Svay Chek River and its reservoirs. It is designed to mitigate flood and drought risks, ensuring water security for local agriculture and enhancing resilience against climate variability.
2. Bak Kheng Water Treatment Plant – Phase 3
   With a funding of USD 84 million, this initiative aims to increase the treatment plant’s capacity significantly. The project will extend Cambodia’s water distribution network by an impressive 800 kilometres, providing access to clean water for more households and communities.
3. EU Technical Support Grant
   The European Union has contributed USD 12.6 million in grant funding to support the development of a comprehensive national water sector master plan. The grant will also facilitate the establishment of a specialised training centre within Cambodia’s Ministry of Industry, aimed at enhancing skills and capabilities in water management.

These projects underscore the shared commitment to ensuring that all Cambodians, particularly those from low-income backgrounds, have access to safe and reliable water resources. As highlighted in the agreement, the initiatives align with Cambodia’s broader goals for sustainable development and economic growth.
