In 2024, Cambodia Signed New Concessional Loans Totalling USD 1.7 Billion

To bolster its economic development, the Royal Government of Cambodia (RGC) secured new concessional loans totalling approximately USD 1,795.84 million from various development partners (DPs). This marks a 2% increase from the previous year’s total.

According to the latest Cambodia Public Debt Statistical Bulletin released today, the newly signed concessional loans represent 81 percent of the ceiling permitted by law. Of this total, 39% of the loans were agreed upon with bilateral partners, while 61% were facilitated through multilateral partners.

The report further reveals that during the fourth quarter of 2024 alone, the Cambodian government inked agreements for new loans amounting to USD 763 million. These loans are highly concessional, boasting an average grant element of around 45%, as highlighted by the Ministry of Economy and Finance.

The primary objective of these loans is to finance public investment projects within priority sectors, aimed at fostering sustainable economic growth and enhancing productivity across the nation.

As of the end of 2024, Cambodia’s total public debt stock, including existing debt, stands at USD 12.03 billion. The government has emphasized that this level of debt remains sustainable and poses a low risk of distress. The bulletin indicates that the present value of public and publicly guaranteed external debt to GDP is 19%, significantly below the 40% threshold.

This strategic financial manoeuvring aligns with Cambodia’s long-term aspirations to promote economic resilience and development through targeted investments in infrastructure and public services.
