Cambodia Accelerates Coastal Economic Transformation with $8 Billion Investment Boost

The Royal Government of Cambodia is significantly intensifying its efforts to revitalize the economic landscape of Preah Sihanouk province by providing substantial investment incentives to projects valued at $7.9 billion. During a high-level review meeting held on December 25, 2025, officials evaluated the progress of the Special Program to Promote Investment in Preah Sihanouk Province for the year, confirming that the initiative has met and surpassed critical development benchmarks. H.E. Hean Sahip, Chairman of the Investment Promotion Working Group, reported that the government has officially granted special incentives to 412 projects representing a collective investment capital of approximately $7.971 billion. These strategic investments are designed to act as a powerful catalyst for the local economy and are projected to create approximately 52,000 new employment opportunities for the Cambodian people.

The momentum for regional growth was particularly evident throughout 2025, during which the working group approved special incentives for 199 distinct projects. This achievement marks 133 percent of the initial target of 150 projects that had been set for the annual performance indicator. The diverse array of approved ventures includes 92 projects specifically aimed at addressing stalled building constructions and 90 new projects that are not associated with previously frozen infrastructure. Additionally, the government has extended support to 9 project expansions and 8 existing investments or business operations. These initiatives are spread across vital economic sectors, including real estate, industrial manufacturing, tourism, and education.

The implementation data covering the two-year period from 2024 to 2025 indicates a steady pace of physical development within the province. Of the 412 total projects that have received official incentive principles, 134 projects, or 33 percent, have already completed their construction, repair, or renovation phases. Another 162 projects, which account for 39 percent of the total, are currently in the active stages of construction or improvement. Meanwhile, 116 projects, representing the remaining 28 percent of the portfolio, have yet to commence their physical development work. This comprehensive support framework, which includes tax relief and the facilitation of legal and dispute resolution procedures, continues to position Preah Sihanouk as a leading destination for international and domestic capital.

The recent meeting of the Investment Promotion Working Group in Preah Sihanouk Province also showed favorable results, including special incentives from the government for stalled projects in Preah Sihanouk Province. (Read more)
