Cambodia & China Unveil Strategic Digital Infrastructure Partnership to Drive Economic Growth

The Ministry of Industry, Science, Technology, and Innovation (MISTI) of Cambodia and the China-ASEAN Information Harbor  (CAIH) have signed a pivotal Memorandum of Understanding (MoU), marking a significant advancement in digital infrastructure collaboration aimed at transforming economic development in Cambodia and the ASEAN region.

The agreement, signed on 24 October 2024, is expected to enhance digital connectivity, foster a robust ecosystem in science and technology, and support skills exchange between Cambodia and China.

HE Dr Hul Seang Heng, Under Secretary of State for Cambodia’s MISTI, underscored the significance of this MoU as a milestone for strengthening digital and technological cooperation. HE Dr Hul said, “The agreement is an essential step towards increasing Cambodia’s capacity in science, technology, and innovation while accelerating digital connectivity.” This initiative is designed to elevate Cambodia’s digital infrastructure, bridging technological divides and facilitating broader economic integration across the ASEAN region.

Kong Mong, Deputy General Director of CAIH, echoed this sentiment, outlining that the MoU’s initial focus will be on developing digital governance, with a vision to establish a smart governance system for Cambodia. He expressed CAIH’s ambition to serve as a “Super Connector” within the region’s resources and consumer industries, playing a central role in the Digital Silk Road Initiative.

The MoU also opens avenues for strategic projects to advance Cambodia’s position in the global digital economy and improve intelligent interconnection and data interoperability. The partnership is set to concentrate on key areas, including:

  1. Advanced Digital Infrastructure: CAIH will contribute its state-of-the-art technology to build cutting-edge digital systems, aiming to boost regional connectivity and support Cambodia’s drive for innovation.
  2. Promotion of the Digital Economy: With a strong focus on health and tourism, digital technologies will be harnessed to stimulate economic growth and improve living standards within the region.
  3. Knowledge Sharing: Emphasising the transfer of expertise and skill-building, this collaboration aims to cultivate advanced digital knowledge and innovation, positioning Cambodia as a vital player in ASEAN’s tech landscape.
