Cambodia & Korea Strengthen Cooperation on Water Resources Management in Cambodia

In a significant step towards enhancing water management practices, Cambodia and South Korea have signed a memorandum of understanding (MoU) aimed at promoting cooperation in the field of water resources management. The agreement, formalised on 6 May 2025, was witnessed by HE Tho Jetha, Cambodia’s Minister of Water Resources and Meteorology, and Mr. Kim Wansup, the Minister of Environment of South Korea.

This five-year MoU is designed to facilitate collaborative efforts focusing on integrated water resources management, climate change adaptation, and environmental sustainability. The initiative aligns with Cambodia’s strategic plan to improve the efficiency and sustainability of its water resources management systems.

Key areas of collaboration outlined in the memorandum include the development of integrated management strategies, strengthening early warning systems for floods and droughts, institutional capacity building, and the incorporation of modern digital technologies and artificial intelligence. These efforts aim to enhance watershed management and bolster the capacity of local officials.

Previously, the South Korean Ministry of Environment provided Official Development Assistance (ODA) to bolster Cambodia’s capacity in hydrological observation from 2021 to 2023. Currently, three major projects funded by loan financing from the Bank of Korea (Eximbank) are underway. These include the Doun Tri Dam Development Project in Battambang province, the Irrigation System Development and Flood Reduction Project in Banteay Meanchey province, and the Flood Reduction and Development Project in the Bavel Irrigation System, also in Battambang province.

This partnership marks a significant move towards better water resource management in Cambodia and reflects a commitment to fostering sustainable environmental practices in the region.
