Cambodia’s Swift Strides in Land Titling with 5 Million Allocated, 5 Million More in Progress

In a concerted effort towards securing land tenure and minimising disputes, the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) has achieved a commendable milestone by delivering approximately 5 million land titles to the people. With an additional 2 million titles in ongoing distribution, the government remains steadfast in its commitment to resolving the remaining 5 million plots, adopting strategic measures yet to be unveiled.

This revelation surfaced during a pivotal inter-ministerial meeting held on 18 January 2024, between the MLMUPC. In a collaborative effort, both ministries have pledged to expedite systematic land registration. This includes distributing certificates to property owners benefiting from stamp duty exemptions promptly, ensuring swift provision of title deeds to citizens, and recording vital data in the real estate data management system of the General Department of Taxation.

Accelerating land registration is not merely a bureaucratic task; it is a crucial step in fortifying land tenure security and curbing land disputes across Cambodia. Presently, approximately 5 million plots await measurement and registration, a challenge the government is poised to tackle head-on.

A recent highlight in this ongoing mission was witnessed in the Kong Pisey district in Kampong Speu province, where the local authorities distributed 1,772 land ownership certificates, marking another stride towards realizing a nation where every citizen holds a secure title to their property.
