China Considering Open Agro-Industrial Zone in Cambodia for Raw Materials Production

In a significant development for Cambodia’s industrial landscape, the Ministry of Foreign Affairs of Jiangsu province, People’s Republic of China, has expressed its willingness to explore the establishment of an agro-industrial zone aimed at producing raw materials. This initiative comes at the request of Cambodian officials to facilitate the production of semi-finished products for both local industries and export markets.

The proposal was discussed during a working meeting held on 24 March 2025, between Mr. Chea Wutty, Secretary-General of the Investment Committee of Cambodia, and a delegation led by Mr. Jin Sangjin, Vice Minister of Foreign Affairs of Jiangsu Province.

During the meeting, Mr. Chea Wutty thanked the Jiangsu provincial authorities for their ongoing encouragement of investment in Cambodia. He highlighted the potential benefits of creating an agro-industrial zone focused on the production of raw and semi-finished materials, particularly for the furniture and tyre industries. He noted that while Cambodia is rich in natural resources, there is a pressing need for enhanced production and processing technologies.

Mr. Jin Sangjin responded positively to the proposal, agreeing that establishing agro-industrial zones could significantly benefit Cambodia by reducing dependency on imported raw materials and boosting local value creation for large industries.

According to the Council for the Development of Cambodia, investment interest in the country has been consistently rising year on year. Chinese investment has notably dominated, remaining the leading or second-largest source of foreign investment for over a decade.

In the first two months of 2025 alone, the Council approved 112 investment projects with a total capital exceeding USD 1 billion, with nearly 80% attributed to Chinese investors. Additionally, the Council is currently assessing 12 new investment project applications, each exceeding USD 100 million in capital. (Read more and more)
