Government Proposes Enhancements to Phnom Penh-Sihanoukville Expressway Aesthetics & Safety

In a significant effort to enhance the visual appeal and safety of the Phnom Penh-Sihanoukville Expressway, the Concession Agreement Management Committee convened discussions on 2 June 2025, featuring representatives from the Ministry of Public Works and Transport, the Ministry of Economy and Finance, and various industry experts.

The meeting focused on five key proposals aimed at improving the expressway, which stretches 187.05 kilometres and was inaugurated on 8 November 2022, in a ceremony officiated by former Prime Minister Samdech Techo Hun Sen and Chinese Premier Li Keqiang. (Read more)

The proposals discussed included:

  1. Planting Palm Trees: A suggestion from the Preah Sihanouk provincial assembly to enhance the expressway’s landscape with palm trees.
  2. Tree Planting Initiatives: A plan put forth by the Ministry of Land, Urban Planning and Construction to plant trees along both sides of the road for added greenery.
  3. Regulatory Data Collection: A further initiative from the ministry to gather data related to the Phnom Penh-Preah Sihanouk Expressway project to ensure informed decision-making.
  4. Tourism Promotions: A proposal from the Ministry of Tourism aimed at promoting local tourist destinations and events on the flyover across the expressway to draw visitors.
  5. Traffic Management Solutions: A suggestion from local authorities in Preah Sihanouk to address congestion issues at roundabouts at key entry and exit points, particularly for cars and three-wheeled motorbikes.

The meeting also tackled concerns regarding traffic safety on the expressway and addressed congestion at the Kampong Seila checkpoint and related issues.

Following these discussions, guidelines and decisions were established to provide a clear framework for addressing requests from relevant institutions promptly, ensuring ongoing improvements to the expressway’s functionality and appeal.
