Japan Aims to Strengthen Financial Technology Ties with Cambodia

In a significant move to enhance bilateral cooperation, Japan’s regulatory sandbox committee convened with the National Bank of Cambodia on October 17, 2025. The meeting aimed to explore new avenues for collaboration in the burgeoning field of financial technology (fintech).

The discussions took place between Dr. Chea Serey, Governor of the National Bank of Cambodia, and Mr. Takeshi Kito, Co-Founder and CEO of the Global Finance & Technology Network (GFTN) in Japan. Mr. Kito expressed the Japanese delegation’s keen interest in understanding the progress and evolution of Cambodia’s fintech sector.

“Our visit is primarily focused on identifying potential opportunities for collaboration, particularly in harnessing the advancements in financial technology,” Mr. Kito stated.

Governor Chea Serey shared insights on Cambodia’s fintech journey, highlighting the success of the Bakong payment system, which has emerged as a model for digital financial innovation across the region. She further underscored the strong partnership between Cambodia and Japan in enhancing digital financial infrastructure and encouraged the possibility of expanding joint initiatives.

In a related development, U.S.-based Argentem Creek has also shown interest in investing in Cambodia’s financial sector. The company is currently in discussions with the National Bank of Cambodia to explore investment opportunities, reflecting the growing international confidence in Cambodia’s financial landscape.

As both nations look to foster deeper ties in fintech, the future of financial cooperation between Japan and Cambodia appears promising, potentially setting the stage for further advancements in the region’s financial technology ecosystem.
