Japan Grants Over 140,000 Dollars to Build Specialized Shelter for Human Trafficking Survivors in Cambodia

New Kusanone Project Aims to Strengthen Rehabilitation Services and Staff Support at Kandal Stueng Center

In a major step toward supporting the recovery and welfare of human trafficking survivors, the Government of Japan has officially committed a grant of 140,781 US dollars to the Kingdom of Cambodia. This funding is dedicated to the construction of a new shelter for women who have fallen victim to trafficking, alongside the development of residential facilities for staff at the Kandal Stueng Victim Support and Rehabilitation Center.

The grant agreement was formally signed on December 16, 2025, by His Excellency Ueno Atsushi, the Ambassador of Japan to Cambodia, and His Excellency Chea Somethy, the Minister of Social Affairs, Veterans, and Youth Rehabilitation. The project is being carried out under the framework of the Grant Assistance for Grassroots Human Security Projects, commonly referred to as the Kusanone program, which provides direct aid to address urgent community needs and protect vulnerable populations.

The new infrastructure at the Kandal Stueng Center will provide a safe and therapeutic environment for survivors as they receive rehabilitation and vocational training to prepare for their reintegration into society. By also constructing dedicated housing for the center’s personnel, the project ensures that trained staff can be available on-site around the clock to offer consistent care and emergency support. This collaborative effort highlights the long-standing partnership between the Embassy of Japan and the Ministry of Social Affairs in their shared mission to combat human trafficking and uphold the dignity of every individual.
