Japan Plans to Establish Rural Special Economic Zones to Boost Cambodian Agriculture

In a significant move to enhance Cambodia’s agricultural sector, the Japan Development Institute Ltd. (JDI) has unveiled plans to establish rural special economic zones in the country. This initiative was highlighted during a meeting on 19 May 2025, between Mr. Heng Ratana, CEO of the Cambodian Mine Action Centre (CMAC), and Dr Shoichi Kobayashi, an esteemed economist and president of JDI.

Dr Kobayashi, who has collaborated with the Government of Cambodia since 1995, has extensive experience in creating special economic zones, including the renowned Phnom Penh Special Economic Zone. His expertise includes facilitating development strategies across more than 30 countries globally.

During the meeting, Dr Kobayashi emphasised that the introduction of rural special economic zones aims to stimulate investment in Cambodia’s rural areas, which could lead to increased agricultural productivity. He pointed out that existing special economic zones in the country have successfully attracted numerous Japanese investors and provided employment for over half a million workers.

Additionally, Dr Kobayashi expressed his commitment to understanding CMAC’s strategies while also pledging to contribute to the development of local communities, particularly those that have been cleared of landmines with support from the Japanese government.

Mr. Heng Ratana welcomed Dr Kobayashi’s vision for promoting agricultural and rural development through these new economic zones, underscoring the importance of collaborative efforts to uplift Cambodia’s rural sectors.

This initiative promises to strengthen Japan-Cambodia relations while empowering local communities and enhancing agricultural growth in the region.
