Gov’t Pushes for Elevated Construction Standards: Private Sector Collaboration with NCL

The Ministry of Land Management, Urban Planning, and Construction (MLUPC) is actively encouraging private sector engagement to enhance construction technical standards in the nation. The initiative involves fostering cooperation between the private sector with the National Construction Laboratory (NCL) through the signing of memorandums of understanding to establish precise quality benchmarks for construction techniques.

During the ministry work progress review meeting held on 4 September 2023, Deputy PM Say Sam Al highlighted the importance of this collaboration, affirming that, “MLUPC welcomes and encourages private sector participation in utilising the capabilities of the NCL and jointly setting clear and stringent quality standards for construction practices.”

Deputy PM Say Sam Al further expressed strong support for continued research cooperation between the NCL and development partners, as well as domestic and foreign construction companies. This collaboration serves the dual purpose of advancing national interests and serving the welfare of the Cambodian populace.

In addition to fostering partnerships, the Deputy PM called upon the General Secretariat of the National Council for Construction Technical Regulations to conduct a comprehensive study on international construction technical standards. The aim is to identify variances and assess the potential benefits of adopting practices from other countries to further elevate Cambodia’s construction standards.

Furthermore, the General Secretariat has been tasked with a detailed examination of standards and fundamental requirements for housing projects. This examination encompasses aspects such as housing design, aesthetics, urban well-being, and city organization. It also emphasizes critical factors like access to clean water, efficient sewage systems, and flood management, all while aligning with principles of sustainable territorial development.
