Understanding Wastewater & Sewage Regulations in Cambodia

By law, all buildings both under-construction and completed projects must follow the regulations regarding wastewater and sewage management.

According to Sub-decree 235, all building owners must build a septic tank (a type of storage tank for the separation of organic waste from toilets and bathrooms before releasing it into the sewage system) following the building permit.

Before releasing waste into the sewage system, owners must also request for connection, which can be done at:

-Municipal or District Office of Public Works and Transport Ministry for constructions built on less than 30,000 sqm of land or constructions with a total floor area of less than 5,000 sqm

-Capital or Provincial Department of Public Works and Transport for constructions built on 30,000 to 100,000 sqm of land or constructions with a total floor area of between 5,000 to 15,000 sqm

-Ministry of Public Works and Transport for constructions built on over 100,000 sqm of land or constructions of an area of over 15,000 sqm

After getting connected to the public system, building owners must also apply for a permit to discharge wastewater at the above-mentioned authorities before starting to discharge.

Every building owner must also pay for sewage and wastewater treatment services.

Those who connect to the sewage system without permission or do not pay the service fee or violate any rules stated in Sub-decree 235 must face legal action with a fine of up to 10 million riels depending on types of construction and violations.

Besides Sub-decree 235, the Ministry of Public Works and Transport has also been working on a new draft of the law on wastewater and sewage systems, hoping to put it into effect soon. (Read more)
