Why is it Necessary to Inspect and Verify Construction Works?

Following the promulgation of the Construction Law in 2019, Cambodia’s construction sector has seen stronger enforcement to maintain the overall quality and safety in the sector. For example, the inspection and verification of construction work by a professional or a licensed certifier firm is legally required before starting to build or demolish any construction work.

Why is it necessary to inspect and verify construction? What types of constructions are required to be inspected and verified?

Construction Works Inspection and Verification is a procedure whereby certified experts inspect, analyze, calculate, and confirm that a construction project is properly built/repaired/demolished according to the technical instructions, to ensure safety and quality.

Construction works and procedures that require inspection and certification are as follows:
– Architectural masterplans that have not received approval from the competent authority
– Construction works that require a permit
– Newly-constructed or newly repaired buildings that have not received approval from the competent authority
– Construction sites and construction equipment that require regular quality and safety checks
– Construction sites posing a risk to humans, property, and public order
– Technical documents for construction or demolition or other construction.

Only a professional or a company holding a construction certification/verification license issued by the Ministry of Land Management, Urban Planning and Construction (MLMPUC) has the right to inspect, verify, and certify the construction works.

On the other hand, the MLMPUC has also set up a special working group to inspect, verify, and certify state projects. However, when necessary, this working group can also verify the construction of private institutions.

Buildings constructed before the Construction Law came into effect can also go through the verification process.
