Garden and sidewalk development project in Beong Samrong paused due to land disputes

Phnom Penh City Hall’s garden and sidewalk development project in Beong Samrong has been paused due to land disputes, as some residents continue to occupy state property around the area.

In order to save drainage and the lake surface land, Phnom Penh City Hall decided on 30 March 2020 to pour the dam along the lake and transform the area into a garden and sidewalk. Prek Pnov authorities ordered residents around the Beoung Samrong to evacuate from the area even though they refused to do so, according to a press release from the Phnom Penh City Hall issued on 8 April.

The statement said, “Before issuing this statement, the Phnom Penh Municipal City Hall had spent US$960 million dollars on 426 fishing nets for 322 families who fish on the lake, the resident agreed and accepted the offer.”

For the evacuation order, the authorities have been accused of using force and arresting residents; however, the authorities reject the accusation, claiming they only detained those who refused to follow the order and released them later.

The Cambodian government has identified the area of Samrong Lake in Samrong commune, Ponhea Leu district, Kandal province as state property, according to the government sub-decree No. 65 issued on 9 March 2008.

For the construction of footpaths and public parks around Samrong Lake, Phnom Penh Municipal City has been studying the project since May 2019.
