Ministry of Interior Accelerates Land Management & Real Estate Certification Across Cambodia’s Provinces

The Ministry of Interior has issued new measures for provincial and capital authorities to expedite the certification of real estate ownership and improve state land management, with a strong focus on tackling delays in property registration and land disputes.

The directive, dated 13 September 2024, aims to accelerate land planning and inventory processes across Cambodia, addressing concerns about the mismanagement and loss of state land due to encroachment.

A comprehensive set of measures has been introduced to fast-track land certification and ensure state land is accurately recorded and protected. These include a call for the timely completion of the state asset inventory and the supervision of private land management to prevent encroachment.

  1. Ensure the complete and timely inventory of all state assets.
  2. Research and record the location of state-owned private land to prevent encroachment, occupation, or loss.
  3. Resolve land disputes involving citizens, state institutions, and private parties promptly, in accordance with existing laws and regulations.
  4. Prevent and control illegal settlements, encroachments, and occupations on both public and private lands efficiently.
  5. Fully implement Sub-Decree No. 321 (2 November 2023) on state land registration and expedite ownership certification as per Notification No. 10349 (27 October 2022) on expediting the issuance of certificates of ownership of immovable property on the remaining state land and in the inventory of state property to promote the issuance of certification of immovable property on land under control of Capital, Province, Municipality, District, Khan and Commune / Sangkat Administration.
  6. Capital and Provincial Administrations must report joint work progress to the Ministry of Interior at the end of each quarter.
  7. The Ministry of Interior will issue instructions or take appropriate action against non-compliant units if progress is lacking.

This intensified focus on land registration aligns with the Ministry of Land Management, Urban Planning and Construction’s broader goal to complete the registration of over 1 million remaining plots of land by 2028. (Read more)
