Cambodia Implements New Regulations for Electrical & Electronic Waste Management

To enhance environmental safety, the Ministry of Environment in Cambodia has established new guidelines for managing electrical and electronic waste (e-waste). This initiative, outlined in Prakas No. 2196/0325 dated 18 March 2025, aims to ensure that manufacturers, importers, and exclusive suppliers of electrical and electronic equipment adhere to environmentally responsible practices for waste management.

Under the new regulations, entities involved in producing and distributing electrical and electronic devices are now required to implement proper systems for collecting, storing, and handling e-waste that is no longer in use. This proactive approach is designed to mitigate the environmental impact of discarded electronic items and promote sustainable practices in the industry.

Key provisions of the Prakas mandate that these entities either develop their collection systems with prior approval from the Ministry of Environment or collaborate with licensed waste management companies. Such companies are authorised to provide collection, transportation, and storage services for e-waste, ensuring compliance with environmental standards.

The guidelines further outline specific responsibilities, including:

– Establishing mechanisms for effectively collecting, transporting, and storing e-waste.

– Designating collection sites that are properly classified and labelled according to the types of waste.

– Creating final storage facilities for collected e-waste or items that must be returned to their country of origin.

Moreover, manufacturers, importers, and exclusive suppliers are uniquely accountable for the final management and treatment of e-waste. They may engage licensed treatment services or export e-waste back to its country of origin, thus ensuring that hazardous materials are handled appropriately.

This comprehensive framework is a vital step towards bolstering environmental protection in Cambodia, as the country grapples with the challenges posed by increasing electronic waste. Through these regulations, the Ministry of Environment underscores its commitment to promoting sustainable waste management practices that benefit both the environment and public health.
