Strengthening Urban Development: A Meeting of Minds and Strategies

Collaboration between the Ministry of Land Management, the World Bank, and the Asian Development Bank to build sustainable and environmentally friendly cities

In a significant step towards enhancing local governance and urban planning, His Excellency Benghong Socheat Khemro convened a professional-level meeting on December 22, 2025, focused on three pivotal technical tasks aimed at bolstering the capacity of commune and sangkat officials in land use planning and development initiatives.

The meeting highlighted the need for clearer maps and enhanced land use plans, essential tools for effective urban management. Strengthening the capability of local officials in these areas not only fosters better governance but also ensures more sustainable urban development. Experts in urban planning suggest that clearer demarcation of land use can mitigate conflicts and inefficiencies, allowing communities to thrive.

Furthermore, the collaboration with the World Bank on the “Liveable Cities” program was a central theme of the meeting. This initiative aims to create robust links between land use master plans and the strategic allocation of development funds. By aligning these two critical elements, local governments can ensure that investments are more targeted and effective, ultimately creating cities that are not only economically vibrant but also socially inclusive and environmentally sustainable.

The meeting also addressed the urgent need to finalize the review of the provincial land use planning manual, supported by the Asian Development Bank (ADB). The publication of this manual is expected to serve as a vital resource, providing guidelines and best practices for officials across the region. With the ADB’s expertise, the manual will likely encapsulate contemporary challenges and solutions in land use planning, further empowering local leaders.

As cities around the world face unprecedented challenges such as rapid urbanization and climate change, the outcomes of this meeting could set a precedent for effective urban governance in our region. By investing in the capacity of local officials and aligning development strategies with international best practices, we are taking strides towards creating a more sustainable and livable environment for all citizens.

This meeting not only exemplifies a commitment to effective governance but also signals a proactive approach to shaping the future of our urban landscapes. The successful implementation of these strategies could transform our cities into models of resilience and livability.
