Kandal Provincial Administration Strengthens Land Tenure Security with Large-Scale Title Distribution

The Kandal Provincial Administration has reached a significant milestone in its ongoing land registration campaign by distributing 5,553 formal land titles to residents across five villages in the Prek Sdey sangkat of Sampov Poun city. This large-scale distribution ceremony, held on December 26, 2025, was presided over by H.E. Mean Chan Vanny, Undersecretary of State at the Ministry of Land Management, Urban Planning and Construction. The initiative is part of a broader government strategy to provide legal certainty to property owners, thereby fostering social stability and creating new economic opportunities for families in the region. The specific villages benefiting from this round of distribution include Prek Me Srok, Prek Lok, Chong Prek, Prek Ta Mem, and Chah.

During the event, H.E. Kuoch Chamroeun, the Governor of Kandal Province, urged citizens to maintain their newly acquired titles with care and to utilize them strategically to improve their family’s living standards. Formal land titles, often referred to as hard titles, serve as essential legal documents that protect owners from property disputes and can be used as reliable collateral for securing financial loans. The governor emphasized that the proper use of these documents is a foundational step in building sustainable local economies and ensuring that the benefits of national development reach every household.

The progress in Kandal province reflects a broader trend of administrative efficiency in land management across Cambodia. Official records indicate that the province has successfully completed the public posting procedures for 302 villages, encompassing 289,875 land parcels. Furthermore, preparations are underway to finalize the public posting for an additional eight villages in Arey Ksat city by the end of 2025, which will involve nearly nine thousand more land parcels. To date, Kandal has issued a total of 523,418 titles across 697 villages and has successfully conducted 258 separate distribution events to deliver 364,952 of these documents directly into the hands of citizens.
