Minister Thor Chetha leads 3rd Annual Coordination Meeting to align water resource management with National Vision 2050 and the Pentagonal Strategy

The Royal Government of Cambodia has signaled a transformative shift in its approach to environmental defense, moving from partnership development to a robust model of integrated leadership and digital innovation. Presiding over the 3rd Annual Coordination Meeting on January 22, 2026, with relevant development partners, Minister of Water Resources and Meteorology Thor Chetha emphasized that the increasing pressures of climate change, including volatile floods and prolonged droughts, demand a unified national response. This high-level assembly at the Romduol Conference Hall brought together ministerial leaders and international development partners to synchronize efforts under the first phase of the Pentagonal Strategy.

Central to this new strategy is the implementation of a tripartite mechanism designed to bridge the gap between policy, technology, and climate resilience. This framework aims to consolidate fragmented data and identify cross-sectoral challenges that a single institution cannot resolve alone. By fostering greater synergy, the ministry intends to streamline how water resources are managed across agriculture, urban planning, and environmental protection, ensuring that every project contributes toward Cambodia’s long-term goal of becoming a high-income nation by 2050.

The meeting highlighted significant technological milestones, including the launch of a new national data hub supported by the Asian Development Bank. This National Water Resources Data Management Centre serves as a central hub for analyzing hydrological and meteorological patterns in real-time, allowing for more precise disaster prevention and mitigation. Minister Thor Chetha noted that these digital government initiatives are essential for modernizing irrigation infrastructure and providing sustainable water supplies for both residential and productive sectors.

Looking toward the Kingdom’s frontiers, the minister urged development partners to prioritize the restoration of water security in border provinces. Key initiatives include the construction of additional reservoirs and the improvement of existing water storage systems to protect local livelihoods and maintain development momentum. These efforts are complemented by large-scale infrastructure projects like the Choeung Ek canal system, which is nearly complete and designed to permanently shield southern Phnom Penh from seasonal flooding.

As Cambodia navigates the challenges of the 4th Industrial Revolution and environmental volatility, the 3rd Annual Coordination Meeting marks a decisive moment in institutional maturity.
