Phnom Penh Flood Mitigation Project: Relaing Rolaing Chrey – Sla Kou Canal Nears Completion

New 58-Kilometer Canal in Kampong Speu Achieves 99% Progress on Critical Water Diversion System to Phnom Penh from Flooding

The construction of the Relaing Chrey Sla Kou Main Canal, a key component of the project to relieve and divert water away from the Phnom Penh capital and its surrounding areas, has reached approximately 99% completion in Kampong Speu province. This was confirmed following a direct inspection of the work’s progress led by His Excellency Thao Chetha, Minister of Water Resources and Meteorology, on November 30, 2025.

His Excellency Thao Chetha stated that the southern Relaing Chrey Main Canal (Relaing Chrey-Sla Kou), located in Kaheng commune, Samraong Tong district, Kampong Speu province, is a 58.45-kilometer section of the broader water relief and diversion system.

The canal is designed to play a crucial role by diverting water from the Prek Tnaot River in the upper part of Kampong Speu province at a volume of 200 cubic meters per second. Its purpose is to help redistribute the water from the Prek Tnaot River and the local catchment area into the Sla Kou Stream, which runs to National Road 3 in Takeo province.

The Ministry of Water Resources and Meteorology is currently implementing Phases 1 and 2 of the water relief and diversion system project for the Phnom Penh capital and its surrounding areas6. The main work of the overall project includes the restoration of 10 streams and canals, totaling approximately 260 kilometers, along with around 366 civil engineering structures.

The comprehensive project covers 18 communes across 4 districts in Kampong Speu province, 28 communes across 5 cities/districts in Kandal province, 10 communes across 3 districts in Phnom Penh capital, and 15 villages across 2 communes in 1 district within Takeo province. (read more) (read more)
