ADB Funds Major Rehabilitation of NR 23 in Kandal Province with USD 21.68 Million

The Asian Development Bank (ADB) has granted a substantial concessional loan of USD 21.68 million to support the comprehensive rehabilitation and enhancement of NR 23 (NR 23) in Kandal province. The project aims to revitalize a crucial transportation artery by focusing on the repair and maintenance of a 19.83 km stretch, spanning from Leuk Dek commune in Koh Thom district to Peam Reang commune in Leuk Dek district.

Under the leadership of His Excellency Dr Aun Porn Moniroth, Deputy Prime Minister and Minister of Economy and Finance, the groundbreaking ceremony for this transformative endeavor took place on June 20, 2023. The project involves the expansion of NR 23 into two lanes, along with the widening of the road by 11 meters, supplemented by an 8-meter asphalt concrete (AC) pavement.

Moreover, the comprehensive rehabilitation plan includes the construction of four bridges, 33 road canals, 17 road culverts, and 1,558 meters of side canals. Additionally, the project will incorporate the installation of signage for accurate kilometer measurement and safety poles in compliance with road technical standards.

Heng Sambat Co., Ltd Import Export Transportation and Construction has been entrusted with the execution of this ambitious project, which encompasses a construction period of 24 months and a subsequent maintenance period of 36 months. The funding for this venture will be provided through the ADB concessional loan amounting to USD 21.68 million.

NR No. 23 plays a vital role in facilitating transportation connectivity, as it serves as a key link between NR No. 21B and NR No. 21, connecting Phnom Penh to the Cambodia-Vietnam border (Chrey Thom-Long Binh). Additionally, it forms crucial connections with NR No. 14, leading towards Neak Leung in Prey Veng Province and the Cambodia-Vietnam border (Kham Sam Vinh Soeung), integrating seamlessly with the wider road network in the region.

This investment by the ADB in the rehabilitation of NR 23 signifies a significant milestone in enhancing transportation infrastructure, fostering economic growth, and promoting connectivity within Kandal province and beyond.
