Cambodia Launches Innovative Digital Platform to Register Informal Economy Businesses

In a landmark move to support its informal economy, the Cambodian government, led by PM Hun Manet, officially launched a digital registration platform on 16 December 2024. This initiative aims to register informal economy businesses, providing them with formal recognition and support while enhancing awareness of their contributions to the national and family economy.

The informal economy, a vital yet often overlooked sector, has long operated outside the scope of formal regulations. Through this platform, informal economy businesses can now receive a “Certificate of Registration of Informal Economy Businesses” in a simple digital format. This certification legitimizes their work, enabling access to support from various ministries and institutions.

The platform’s introduction follows the approval of the “Sub-Decree on the Registration of Informal Economy Businesses.” It addresses a major challenge faced by micro-sized businesses operating without fixed locations, which often struggle to apply for permits from local authorities. The new registration process ensures inclusivity by allowing informal workers to register their occupations easily and free of charge, eliminating bureaucratic barriers.

PM Hun Manet emphasized the importance of recognizing the capacities of informal businesses and providing them with opportunities for growth. “This initiative is not just about formalizing the informal economy—it’s about understanding their potential and empowering them to contribute to Cambodia’s development.

The government’s commitment to this digital platform underscores a broader vision for economic inclusivity. By integrating informal businesses into the formal framework, Cambodia is fostering a more sustainable and equitable economic environment. This effort is expected to bolster the resilience of informal businesses, especially during challenging times, and provide them with a strong foundation for long-term growth.

As the digital registration platform gains momentum, Cambodia is taking a bold step towards creating a more inclusive economy, ensuring every worker’s contribution is valued and recognized.
