Cambodia and France Ink €72 Million Finance Agreement for Water Resources

Major Cooperation Deal Signed to Advance Three Key Water Sector Projects

Cambodia’s Ministry of Water Resources and Meteorology (MOWRAM) and the Agence Française de Développement (AFD) have signed a cooperation finance agreement totaling approximately €72 million to implement three projects related to the water resources sector.

The signing ceremony took place on December 9, 2025. Signatories included His Excellency Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance, His Excellency Olivier Richard, Ambassador of France to the Kingdom of Cambodia, and Mr. Jean-Pierre Marcell, Director of the French Development Agency in Asia.

The cooperation finance agreement, amounting to €72 million, will be implemented through three main stages:

  1. The Framework Agreement and the First Concessional Loan Agreement, totaling €60 million, are allocated for the “Program for Investment for Climate Resilient Cities and Water Security”.
  2. An Additional Loan Agreement of €10 million for Phase 1 of the “Water Resources Management and Agro-Ecological Transition Program for Cambodia”.
  3. A Grant Financing Agreement of €2 million for the “Stung Svay Chek River Basin Restoration and Management Project”.

Furthermore, in line with its clean water development policy, the Agence Française de Développement has also committed approximately €275 million in loans to Cambodia for the period spanning 2025 to 2027. (read more)
