Cambodia Targets 25 million Air Passengers by 2035

The Royal Government of Cambodia has set an ambitious goal of reaching 25 million domestic and international air passengers by 2035, as part of its commitment to strengthening the nation’s air transport competitiveness.

According to a government circular issued on October 9, 2025, and signed by Prime Minister Hun Manet, the announcement coincides with preparations for Civil Aviation Day, which Cambodia celebrates annually on December 7.

The circular highlights the civil aviation sector as a key strategic driver of Cambodia’s socio-economic development, supporting not only passenger travel but also the movement of goods, trade, tourism, and regional connectivity. The government emphasized that continued investment in aviation will help boost the national budget and promote social and economic integration.

As outlined in the circular, the government officially launched the National Air Transport Policy 2025–2035 on April 4, 2025, with the aim of advancing the country’s long-term Open Sky Policy. This initiative focuses on improving competitiveness, expanding supply chain connectivity, and integrating Cambodia’s aviation industry into regional and global value chains.

Under the new policy, Cambodia expects to handle 25 million air passengers and 205,000 tons of air cargo annually by 2035. These efforts are also part of the broader national vision to achieve high-income country status by 2050.

To further raise public awareness and encourage participation in the aviation sector, the government has also designated December 7 as the annual celebration of World Civil Aviation Day in Cambodia.
