A New Blueprint: CCA Unveiling of Cambodia’s Construction Regulations Sets Industry Standard

In a significant move for the construction industry, the Cambodia Constructors Association (CCA) led the way by hosting a workshop that unveiled new construction laws and regulations, setting a new standard for the sector’s future. This pivotal event, which took place on 22 April 2024 at the Olympia Hotel, saw the participation of over 100 members from the construction community, signalling a collective commitment to elevating industry standards and safety in response to rapid growth and development.

Organised by the CCA, the workshop served as a critical platform for the Ministry of Land, Urban Planning, and Construction to announce the latest legal updates. This collaboration between the private sector and the government underscores a shared dedication to fostering sustainable development and ensuring the well-being of all stakeholders within the construction industry.

Distinguished by the presence of key figures such as Oknha Charles Van, representative of the CCA President, and presided over by HE Leang Monirith, Secretary of State of the Ministry of Land, Urban Planning, and Construction, the event emphasised the importance of these new regulations. HE Leang Monirith conveyed the government’s support and recognition of the CCA’s role as a pivotal partner in the dialogue on construction and real estate development, representing HE Deputy Prime Minister Say Sam Al.

At the inauguration of the workshop, HE Leang Monirith underscored the universal relevance of the program, emphasising its importance not only for industry professionals like builders, project planners, and those in the construction and real estate sectors but also for the general public. He highlighted the critical need for widespread understanding of the newly introduced construction laws and regulations, reflecting on the fact that these changes impact everyone in society, given that all individuals either reside in or engage with buildings in some capacity. The workshop was strategically designed to enrich participants’ knowledge about the legislative updates, set against the backdrop of the construction sector’s current surge in growth and development.

HE Leang Monirith further pointed out that the sector’s rapid expansion necessitates the adoption of numerous technical standards and regulations to ensure the structural integrity and safety of construction projects. He urged all members of the association, representing a broad spectrum of the construction and real estate industry, to comply with the updated legal framework.

The workshop, meticulously organised by the Ministry of Land Management, Urban Planning, and Construction, featured a series of enlightening presentations from seasoned professionals, who delved into the specifics of the construction law and its associated regulations. The sessions covered a broad range of topics, including:

1. Construction Laws and Regulations: Yann Vandelux, Deputy Director General of the General Department of Construction, provided a comprehensive overview of the legal framework governing the construction sector, focusing on development management and regulatory compliance.
2. Construction Permit Procedures: Chhut Sao, Deputy Director of the Department of Planning, elucidated the process for obtaining construction permits, distinguishing between project types that necessitate such permits and those exempt from this requirement.
3. Licensing for Construction Companies: Sout Pongvichet, Director of the Entrepreneur Office of the Department of Design Projects, detailed the licensing requirements and procedures for construction and design firms operating within the sector.
4. Construction Inspection and Certification: Som Kolap, Deputy Director of the Office of the Construction Technical Research department, outlined the standards and protocols for conducting construction inspections and issuing certification.
5. Construction Certificates: Chiv Siv Pheng, Director of the Construction Technical Research Department, discussed the criteria and procedures for the issuance of construction certificates, ensuring compliance with established standards.

This workshop represents a significant step towards enhancing the regulatory landscape of Cambodia’s construction industry, aiming to elevate the quality, safety, and sustainability of construction projects across the nation.
