Construction of 700-megawatt Coal-Fired Power Plant in Preah Sihanoukville on Course

Construction of the US$1.3-billion 700-megawatt coal-fired power plant in Stung Hav district of Sihanoukville is still on course as planned, although the world and Cambodia have been hit hard by the COVID-19 pandemic.

HE Victor Jona, Director-General of Energy and spokesman for the Ministry of Mines and Energy, said that the firm has followed its construction process as planned amid the pandemic.

“The company has followed its construction design as planned and the firm will generate the first engine unit by the end of 2022 and the second in the following year,” said HE Jona.

H.E. Victor Jona did not mention the completion percentage, but according to the Phnom Penh Post, the plant is about 35% complete.

The project just received the government’s final green light to construct in July last year, following the completion of the environment and social impact assessment (ESIA), even though the groundbreaking ceremony was held in December 2019. (Read more and more)

This coal-fired power plant is a US$1.2 billion joint investment by Cambodia International Investment and Development Group (CIIDG) and Chin Huardian Hong Kong Co Ltd (CHDHK).

The project was approved in principle by the government in 2013. However, it took until July 2018 for the government to approve the company’s project under a build-own-operate-transfer (BOOT) concession for a 35-year investment.
